RESUMEN:
Este artículo de reflexión tiene como objetivos definir el derecho a la salud como un derecho fundamental,
caracterizar la dinámica poblacional de la comunidad rural y diseñar una propuesta educativa que permita
plantear alternativas a los problemas que viven cotidianamente las comunidades rurales en torno al derecho
a la salud. La investigación es cualitativa con utilización de métodos y técnicas de tipo teórico y empírico. Se
aplicó una muestra de 145 habitantes rurales del Municipio de Abraqué-Antioquia, y entrevistas a personal
administrativo del municipio. Se concluye que la propuesta educativa diseñada para popularizar el derecho
fundamental a la salud, es un aporte en relación al empoderamiento de las comunidades en cuanto se
parte de procesos formativos enraizados en los contextos y comprometidos con el ideal de una vida digna
para todos. Se evidencia que ni el acceso a la seguridad social ni el goce efectivo del derecho fundamental
a la salud para las comunidades campesinas es un asunto relevante en la agenda estatal. Se plantea la

ABSTRACT:
This reflection paper aims to define the right of health as a fundamental right as well as characterizing
the population dynamics of the rural community in Colombia. It tries to design an educational proposal
that allows to set some alternatives to the problems faced daily in rural communities around the right
of Health. This research is qualitative with use of methods and techniques of theoretical and empirical.
Interviews were applied to a sample of 145 rural inhabitants of the Municipality of Abraqué, Antioquia and
to some administrative staff of the municipality. It was concluded that the educational proposal designed to
popularize the fundamental right of health is a contribution in relation to community empowerment as it is
part of learning processes rooted in contexts and committed to the ideal of a dignified life for all. It is evident
that neither access to social security and the effective enjoyment of the fundamental right to health for rural
communities is an important issue on the state agenda. The need for progress in studies that problematize
from the point of view of health, law and education, relevant to improving the quality of life in rural areas
arises, as is the effective enjoyment of the fundamental right health.
